- Formulation, Direction and execution of scientific programmes of research and design, development, test and evaluation of Defence systems, in fields of relevance to national security.
- Design & Development of strategic & tactical missile systems for our Armed Forces.
- Management of agencies, laboratories, establishments, ranges, facilities; programmes, and projects of the department.
- Render advice on the technological and intellectual property aspects of the import of technology by production units.
- Render advice to Controller of Patents on references made under Section 35 of the Patents Act, 1970 (39 of 1970) and protect Intellectual Property Rights of DRDO developed technologies & products.
- Provide financial and other material assistance to institutions and corporate bodies, for study and for the training of manpower in aspects of Science & Technology which has a bearing on National Security.
- All matters related to Human Resource Management in the Deptt.
- Conduct specialized training courses in the field of Defence technologies and technology management to DRDO Scientists and officers of the three Services.
- Any other activity assigned to and accepted by the Deptt through understanding or arrangements with any other Ministry, Department, Agency of the Government of India whose activities have a bearing on the scientific and technological aspect of national security.
- Administration of Aeronautical Development Agency.
- Provide spin-off of the DRDO developed technologies for civilian use.
- Apprising and advising Raksha Mantri on the influence of emerging developments in Science & Technology on National Security.
- Rendering advice to Raksha Mantri and to the three services and Inter Services Organisation on all scientific aspects of weapons; weapon platforms; surveillance; support and logistics, in all likely theatres of armed conflict.
- Interaction with the Ministry of External Affairs, as the nodal coordinating agency of the Ministry of Defence on all matters relating to the acquisition of technologies whose import to India is the subject of national security related controls of Foreign Governments.

- Deptt of Defence Research and Development (R&D) is working for indigenous development of weapons, sensors & platforms required by the three wings of the Armed Forces. To fulfill this mandate, Deptt of Defence Research and Development (R&D), is closely working with academic institutions, Research and Development (R&D) Centres and production agencies of Science andTechnology (S&T) Ministries/Deptts in Public & Civil Sector including Defence Public Sector Undertakings & Ordnance Factories.

- In addition, we have established separate Grievances Cells in each Lab/Estt of DRDO, an organization under the Deptt. of Defence R&D.
- Expectations from the client/ citizen :
- Our expectations from R&D Partners & User Services :
(i) From the User Services (Army, Air Force & Navy) -
- Participation in development process starting from raising Qualitative Requirements (QR) to product development & productionisation. It includes participation in the periodical reviews & financial commitment in the Staff projects.
- Formulation of perspective plans for induction of equipment in the Services.
(ii) From the Ministry of Defence (MoD) -
- Evolving integrated plans in consultation with the Deptt.
(iii) From the Academia -
- Participation in research boards dedicated to basic sciences in the discipline of aeronautical, naval, armament & life sciences.
- To become centers of specialization for new technologies and act as nurseries for trained manpower in state-of-the-art technologies as applicable to Defence Systems.
(iv) From the Defence Production Agencies (PSUs & OFs) -
- Concurrent transfer of technology, absorption and production.
- To remain active and willing partners in developing new technologies and productionisation of indigenous developed products.
(v) From the Industry -
- To provide active participation in development and upgradation of technology programmes.
